We should stand united


It’s learnt that All Arunachal Pradesh Government Employees’ Welfare Association has submitted a memorandum to CM on 18th April’ 2017 objecting the demands of Confederation of Service Associations of Arunachal Pradesh  (CoSAAP) especially the Fundamental Rules-56 (a). Time and again, CoSAAP has clarified that it’s not enhancement of retirement age but for implementation of laid down rules under FR-56 (a). There are a total of 127 Fundamental Rules and Supplementary Rules starting from Fundamental Rule-1 (FR-1) to Fundamental Rule-127 (FR-127) including Supplementary Rules. These Fundamental Rules are applicable to Central and State Govt employees which have been adopted from the Central Civil Services Rules. As per ‘The State of Arunachal Pradesh Act, 1986 (Act No. 69 of 1986) Section No. 46 and The State of Arunachal Pradesh  Adaptation of Laws Orders (Order No. 4) of 1989, the State of Arunachal Pradesh has implemented all the Fundamental Rules and Supplementary Rules except Fundamental Rule-56. Moreover, the State Govt is adopting three tier systems of retirement age of State Govt employees. There is no rule/law in the country/state to retire its employees at the age of 58 years.

In view of above truths, CoSAAP strongly condemns the representation of above mentioned association which is not substantiated by any rules and procedures. The attempt of such employees groups is an attempt to jeopardise the genuine demands of the CoSAAP which benefits the entire employees of the State. Therefore, all state Govt employees are appealed not to be carried away by such wrong approaches rather we should stand united under the umbrella of CoSAAP.
