Training of trainers for handholding support on application of PES, PFMS commences

ITANAGAR, Jun 12: The Department of Panchayati Raj is organizing 5 days State level refresher training of trainers (ToT) for handholding support on Panchayat Enterprise Suite (PES) application and Public Financial Management System (PFMS) for the selected district level master trainers and DNO (PFMS) from 22 districts of the State at e-Office room, Block No.3, 1st floor, AP Civil Secretariat here from June 12 to 16.

The first day’s training was attended by 30 Panchayat Technical Assistants (PTAs), 16 Computer cum Accounts Assistants (CCAAs), 6 Computer Assistants (CA’s) and 21 officers from the Directorate of Panchayati Raj.

The basic objective of the programme is to orient the participants on critical PES application and PFMS to the PTAs, CCAAs and CA’s who are working at the grassroot Panchayati Raj institutions.

The Panchayati Raj has of late made transaction of FFC and other funds to the Gram Panchayats through PFMS only. Therefore, the department of Panchayati Raj took up with Ministry of Panchayati Raj for deployment of officers as resource persons to impart training. Accordingly, the Ministry has deployed two officers – Mayank Kharbanda, Consultant, MoPR and Kamlesh Pratap Singh, Scientist- D, NIC New Delhi for the purpose.

R Ronya, Director while welcoming the participants and the resource persons explained in detail the objectives of the training programme. He said that PFMS is a new concept, and therefore, the officers working at ground level along with the Gram Panchayats needed to be oriented on the application of PES and PFMS.

In case of our failure to register ourselves in PFMS mode, we will be deprived of Fourteenth and Fifteenth Finance Commission funds, he said. He advised the resource persons to make the program more of practical in nature so that the trainees are made capable of imparting training to fellow PTAs, CCAAs and CAs after returning to their respective district Hqs.

He also expressed dissatisfaction on some of the PTAs/CCAAs/CAs who are yet to upload GPDPs on MoPR’s portal i.e. Plan Plus application.

Secretary, Panchayati Raj and RD, Rinchin Tashi stressed on the need for making the training programme a very successful one. He advised the PTAs, CCAAs and CAs to render satisfactory services so that the Govt considers their case for regularization of their contract services favorably. He went to the extent of saying that some of the officials posted against same Gram Panchayats were reported to be not performing duties. He warned that no one will be spared if reports are received against them.

Dy Director (RE) Nabam Rajesh read out the status of PFMS registration and performance of districts in this regard, while Dy Director (Administration) cum State Nodal Officer of Rashtriya Gram Swaraj Abhiyaan (RGSA) A G Ligu extended vote of thanks. The programme is being coordinated by Rodo Bui, Assistant Director (e-Gov), State Panchayat Resource Centre under the Dept of Panchayati Raj, GoAP.
