Power Minister calls on Governor RECPDCL blamed for delaying ‘Saubhagya’ implementation

ITANAGAR, Nov 8: Minister of Power, Industries & Textiles Tamiyo Taga today called on Governor Brig (Retd) B D Mishra at Raj Bhawan here to apprise him of the implementation status of Saubhagya scheme in the State.

Putting the blame on the Rural Electrification Corporation (REC) Power Distribution Company Limited, RECPDCL, for its alleged negligence and dilly-dallying tactics, the Minister informed that there will be delay in total implementation of Saubhagya scheme in the state within December 31 this year. He told that RECPDCL has started delivering the materials in such a short period but failed to maintain the timelines as agreed upon.

Taga also informed the Governor that the material mobilization by RECPDCL is very poor and percentage of materials is low like poles 22 per cent, conductors 52 per cent, distribution of transformers nil out of 1338 and SPV sets nil out of 5430 units.

The primary materials required for initiating the electrification work for 100 percent household electrification under grid mode are poles whereas RECPDCL has delivered only 22 percent of the overall requirements, Taga said.

He also briefed that non receipt of materials in timely manner has hindered start of the erection works in the field, thereby jeopardizing our execution plan to electrify all the houses in the state by this year-end.

Taga was accompanied by Hinium Tacho, president of State BJP ST Morcha.

It is pertinent to inform that RECPDCL is delivering the materials at seven predesigned stores from where the materials are to be transported to various villages by the State Power Department including loading/unloading and transportation charges, but fund has not been sanctioned/released on this account by REC. So far, Rs 31.40 crore against the claim of Rs 202.19 crore submitted to REC for loading, installation, erection works and for procurement of materials has not be done by RECPDCL.
