LIKABALI, Jul 12: A meeting of the District Level Monitoring Committee (DLMC) was held here today to assess the progress and achievements of various central and state-sponsored programmes in Lower Siang district.
Deputy Commissioner Rujjum Rakshap, who chaired the meeting, invited the members for constructive deliberations and emphasized the need for strict monitoring, constant supervision and quality maintenance of the developmental works by all executing agencies.
In his keynote address, the DC outlined the importance of proper implementation of developmental projects and timely completion of the same so that the public is best benefitted. He drew the attention of the members towards the importance of the Koyu-Goye road project being executed by the PWD, which connects three districts, East Siang, Lower Siang and Leparada and has vital strategic and economic importance.
Rakshap asked the District Agriculture Officer to initiate on priority the proposal for establishment of Krishi Vigyan Kendra (KVK) in Lower Siang district.
The DC asked the EE of all departments to have parleys and consultations with the other line departments to prepare comprehensive DPRs ensuring incorporation of all required components so that projects don’t encounter controversy at the implementation stages. He added that PRI members have important roles in formulation and implementation of schemes launched by the government for the general public. They need to educate the people on schemes and coordinate with the concerned departments.
State Assembly Deputy Speaker Kardo Nyicyor, while sharing his experiences, termed the agriculture and allied departments as the mainstay of the rural economy of the State. He said that the department should carry out proper surveys and identify feasible projects and also the best potential beneficiaries involving the Panchayat members while preparing projects and selecting beneficiaries.
Nyicyor while speaking on the requirement of infrastructure development in the district said that it shall be done once the official formalities for district headquarters are completed. He said: “Siji shall be a model district headquarters of the State with proper town planning and exemplary execution of the infrastructure development works.”
Talking on the efforts to improve educational sector in the district and for making the education more practical and purposeful, he emphasized on the idea of pulling together the understaffed schools of the villages having poor infrastructures and resources to a centralized location and provide it the best possible infrastructures and teaching faculties.
He also mooted for proper exploration and identification of potential hydro-power projects in the district to boost the economy and at the same time to be self-sufficient in electricity.
Nari Koyu MLA Tojir Kadu, while addressing the meeting, appreciated the officers for their invaluable contribution towards development of the district and termed them as catalyst to service delivery system of the govt and the people.
He said: “Officers should disseminate information to the public on developmental schemes launched by the government so that it reaches the rightful beneficiaries. Telling his constituency to be remotely located and distant from the district headquarters, he called upon the officers to extend some kind of preference to them as deserved while implementing projects.
Tajum Ronya, Project Director (RD) cum DPDO, Lower Siang district, asked the departments to identify the issues and problems being faced by them in implementation of the projects so that the next DLMC meeting can focus on finding solutions to the problems. He appealed to the PRI members to cooperate and coordinate various issues pertaining to the panchayat as Govt of India has given a strict timeline to complete certain formalities and get it mandatorily uploaded in the departmental portal to continue to avail facilities under the welfare schemes provided by the Govt.
Earlier, the executing agencies gave presentations on the achievements and progress of their ongoing projects.
The meeting was also attended by ZPC M Nguba, ZPMs, president of Galo Welfare Society, Lower Siang Unit Senggo Taipodia, EEs of all work executing departments and all district HoDs implementing CSS and state welfare schemes in the district. (DIPRO)
