KOLORIANG, Sep 30: The State Institute of Rural Development and Panchayati Raj (SIRD & PR), Arunachal Pradesh, has completed a series of three-day Block Level Foundation-cum-Functional Training Programmes for newly elected Panchayati Raj Institutions (PRIs) and their functionaries across Kurung Kumey district.
Conducted under the Rashtriya Gram Swaraj Abhiyan (RGSA) of the Ministry of Panchayati Raj, the training covered Sarli–Polosang, Damin–Paniasang, Parsi-Parlo, Nyapin–Phassang and Upper Koloriang–Lower Koloriang blocks, thereby covering the entire district. The final programme concluded at the DC’s Conference Hall, Mini Secretariat, Koloriang, on Wednesday.
The programmes were conducted with the support of the district administration, District Panchayat Resource Centre (DPRC), Kurung Kumey, and ArSRLM Block Mission Management Units.
The training focused on strengthening the institutional capacity, functional understanding and leadership skills of newly elected Zilla Panchayat Members, Gram Panchayat Chairpersons and Gram Panchayat Members, besides frontline functionaries including Panchayat staff, AFA, Anganwadi Workers, ANMs, ASHA workers, SHGs and their federations.
The sessions covered the roles, responsibilities, powers and functions of PRIs, the 73rd Constitutional Amendment, the Arunachal Pradesh Panchayati Raj Act, 1997, devolution of powers under the SPICE Model and the 29 subjects under the Eleventh Schedule of the Constitution.
Special emphasis was laid on strengthening Gram Panchayats through Own Source Revenue (OSR). Practical demonstrations and group exercises were conducted to help PRI representatives identify and mobilise locally relevant and sustainable sources of revenue.
The training was led by Tamar Baki, Faculty, SIRD & PR, who also served as Course Director-cum-District In-charge for the district. The completion of the district-wide training series is expected to contribute to strengthening grassroots democratic institutions and enhancing the functional capacity of newly elected PRI representatives and frontline functionaries.
