Yupia, Sep 23: Minister for Rural Development & Panchayati Raj, Ojing Tasing, inaugurated the State Panchayati Raj Training Centre (SPRC) and District Panchayati Raj Training Centre (DPRTC) at Yupia on Tuesday.
The event was attended by Daporijo MLA cum Advisor to Minister (RD & PR), Taniya Soki, Itanagar MLA and Advisor to Minister (Urban Affairs, Land Management & FCS), Techi Kaso, and Secretary (RD & PR/Cooperation) Dr Sonal Swaroop.
Funded under the Rashtriya Gram Swaraj Abhiyan (RGSA), the newly constructed centres are envisioned as hubs for capacity building and training of PRI functionaries, strengthening grassroots governance across the state.
Speaking at the event, Minister Tasing emphasized that the centres would serve as hubs for brainstorming sessions and urged PRI members to adopt a service-oriented approach to development. He reminded all that “until and unless we change our mentality, development in the true sense cannot happen.”
Addressing the gathering, MLA Techi Kaso urged Panchayat leaders to make optimal use of the resource centre, while MLA Taniya Soki highlighted the government’s vision of “Reform, Transform and Perform” and the importance of systematic training for achieving sustainable development goals.
During the programme, ZPC Nabam Yakum submitted a memorandum seeking support for functionalizing completed Gram Panchayat Council buildings, furnishing the SPRC, and enhancing technical staff wages. Minister Tasing assured to take up the requests, including the construction of five additional Panchayat Bhavans in the next instalment.
Deputy Director PR (RE), Nabam Rajesh, outlined progress under RGSA, stating that 1,182 Panchayat Bhavans-cum-Common Service Centres have been built across the state. DPRCs in several districts are under construction, with the first inaugurated in Tirap in 2024.
On the occasion, computers were distributed to Panchayat Bhavans, and the dignitaries planted trees in the SPRC compound. The inauguration marks a significant milestone in empowering Panchayati Raj Institutions in Arunachal Pradesh, fostering capacity building, knowledge sharing, and effective implementation of developmental programmes.
Other attendees included Papum Pare DC Vishakha Yadav, Director (PR) Tajin Jonnom, Consultant (MoPR) Dr Anuj Tandon, heads of departments, ZPCs of Siang, Kra Daadi, Pakke Kessang, Longding, and ZPMs of Papum Pare, and other PRI functionaries.
