Itanagar, Oct 5: A consultative discussion on the proposed Siang Upper Multipurpose Project (SUMP) was held between the National Hydroelectric Power Corporation (NHPC) Ltd and delegations from the Adi Baane Kebang (ABK) and the Siang Indigenous Farmers’ Forum (SIFF) at the NHPC Office Complex, Pasighat, East Siang district on Saturday.
The meeting was attended by ABK President Tanon Tatak, along with executive members, SIFF President Amok Padung and Secretary Likeng Libang, accompanied by members from Siang and Upper Siang districts. Also present were State Nodal Officer (SUMP) Atek Miyu and Assistant Commissioner, Riga, Philip Jerang.
NHPC General Manager (Civil) and Head of Project, Siang Lower Project, Amar Nath Jha, briefed the participants on key aspects of the SUMP, highlighting its strategic, developmental, and water security significance.
SUMP, declared a national project by the Government of India, aims to ensure flood moderation, water security, clean hydropower generation, and regional growth through improved infrastructure, employment opportunities, and community welfare initiatives. He noted that the project would regulate the river flow, mitigate flood risks, and contribute to long-term ecological and social resilience for the Siang region and its people.
“The Siang Upper Multipurpose Project is not just about generating power; it’s about securing the future of the Siang Valley,” said Jha. “Through open dialogue and collaboration with local communities, we aim to create a project that strengthens regional development while preserving the unique cultural and environmental heritage of Arunachal Pradesh.”
During the interaction, ABK President Tanon Tatak and other members sought clarifications on several project-related issues, which were addressed in detail by the NHPC GM. Tatak also proposed organizing a consultative meeting with Project Affected Families (PAFs), followed by another session involving the State Government and NHPC.
Participants including the ABK were urged to extend support for the Pre-Feasibility Report (PFR) and to help raise awareness at the grassroots level about the importance of the project. NHPC assured that the preparation of the Detailed Project Report (DPR) and related studies—including Environmental Impact Assessment (EIA), Social Impact Assessment (SIA), Environmental Management Plan (EMP), Land Acquisition, and Resettlement & Rehabilitation (R&R) Plan—will involve stakeholder consultations at every stage.
The discussion was marked by mutual respect, transparency, and constructive exchange of ideas, with NHPC reiterating its commitment to work closely with local communities to ensure that the SUMP delivers sustainable and inclusive benefits while maintaining environmental and social safeguards.
