AAYA alleges misappropriation of fund in ‘Ditte-Dime to Migging under BRTF project Brahmank’, seeks CS intervention

ITANAGAR, Feb 2: The All Adi Youth Association (AAYA), while alleging misappropriation of fund in the Ditte-Dime to Migging (package I & II of Part II) under 761 BRTF project Brahmank in Siang district, has sought for immediate intervention of the State Chief Secretary in this connection.

In a complaint to the Chief Secretary, who is also the chief vigilance officer (CVO), the association claimed that an amount of Rs 147,93,37,723 released by the government  as compensation vis-à-vis construction and improvement of the Ditte-Dime to Migging road project from 00.00 to 53 Kms, payment of crores of money was made to bogus project affected families/beneficiaries. A complaint in this regard was filed to Siang DC on January 5, 2026.

‘Entry of anonymous persons and ineligible persons in the list of project affected families/beneficiaries whose names and details are not known by the village people. Payment of illegal and inflated compensation amount for non-existent agriculture, horticulture, sericulture structures and forest products to ineligible and anonymous project affected families in collusion with the unscrupulous officers of the department by manipulating the list of assets and land to be affected,’ stated the AAYA in its letter to the CVO.

AAYA has equated the modus operandi of the case with that of Lada to Sarli Frontier Highway scam.

It noted that the land assessment committee of the project did not allow the prescribed procedure in terms of the Manual for land acquisition in Arunachal Pradesh 2022 (annexure 7, 8 & 9).

‘Such mandatory procedure has not been adopted and  also in the whole stretch of the road, the proper chainage number in terms of meters has not been indicated with geo-coordinate maps/GPS map for easy identification of the name of the project affected family/beneficiary with the project/assets to be affected in the project. Such important procedures have been deliberately skipped so that false and fabricated assets for the anonymous project affected family/person are not easily detected,’ reads AAYA’s letter.
