Govt adopts multi-pronged strategy to restore normalcy in TCL region: HM

ITANAGAR, Mar 10: Home Minister Mama Natung on Tuesday informed the State Legislative Assembly that the government has adopted a comprehensive and multi-pronged strategy to improve security and restore normalcy in the insurgency-affected Tirap–Changlang–Longding (TCL) region.

Replying to a query raised by MLA Wanglin Lowangdong, the Home Minister stated that the prolonged insurgency in the TCL region has affected the overall security environment and has also had social and psychological impacts on the local population.

He said the government has been taking sustained measures to strengthen the security situation and address the concerns of people in the affected areas.

The measures include strengthening of security and law & order arrangements in vulnerable areas, community outreach and awareness programmes in remote villages, counselling and interaction programmes for affected individuals, implementation of surrender and rehabilitation scheme, and civic action programmes including medical camps, youth engagement activities and sports initiatives in border areas.

He also informed that security review meetings are regularly conducted to assess the ground situation. A high-level security review meeting was held on April 10, 2025, under the chairmanship of the Home Minister with senior civil, police and paramilitary officers from the TCL districts.

Natung said the government has also intensified coordinated security operations and intelligence gathering, while focusing on the rehabilitation and mainstreaming of surrendered insurgents.

He informed that a Rehabilitation Centre at Bhismaknagar, Roing became operational on January 9, 2025, with an intake capacity of 30 inmates. At present, 26 surrendered cadres are undergoing rehabilitation at the centre.

Vocational training is being provided to them through ITI Roing. The government has also allocated Rs 8.17 lakh for short-term vocational training for the 26 surrendered cadres during FY 2025–26.

The minister further informed that five UG (underground) cadres were formally inducted into the mainstream at PHQ, Itanagar, in 2025.

Highlighting earlier initiatives, Natung said that during 2010–11 the Ministry of Home Affairs (MHA) approved the TCL Plan (TCL 1.0) with a total outlay of Rs 212.85 crore for strengthening policing infrastructure in the TCL districts.

Under TCL 1.0, 20 police station buildings were constructed, funds were utilised for mobility, arms and ammunition, communication equipment and logistics, while 1,949 manpower posts were sanctioned, with recruitment against the posts already completed. He said these measures significantly enhanced the operational capabilities of security forces in the region.

He also informed that the state government has submitted a proposal for TCL Action Plan 2.0 to the MHA with a projected outlay of Rs 585.42 crore under the Assistance to States for Modernisation of Police (ASUMP) scheme.

The proposal includes construction of new police stations and outposts with residential facilities, upgradation of existing police stations, strengthening of check gate infrastructure, forward company operating bases, buildings for bomb disposal squads and dog squads, an integrated command centre, and improved mobility and equipment.

He said the proposal aims to further consolidate security infrastructure and ensure sustained peace and development in the TCL region.
