Govt bringing major reform in staffing pattern: CM Khandu

Itanagar, Mar 12: Chief Minister Pema Khandu on Thursday informed the Assembly that the state government is undertaking a major reform in the staffing pattern of government departments through the Administrative Reforms Commission (ARC).

The Chief Minister said the Commission has already submitted its interim report and is expected to submit the final report shortly. Based on the ARC’s recommendations, the state civil secretariat has written to deputy commissioners seeking reports on the existing staff position in their respective districts.

“Once the reports are received, we will sit together with all departments and carry out manpower rationalisation. Wherever necessary, recruitment will be undertaken as per the ARC recommendations,” Khandu said.

He informed that Group A and B officers will be recruited through the Arunachal Pradesh Public Service Commission, while ministerial staff will be recruited through the Arunachal Pradesh Staff Selection Board.

The Chief Minister further stated that the district quota staffing system is currently sub judice in the Gauhati High Court. He added that once the matter is resolved and the stay is vacated, district-specific recruitment will resume for posts currently lying with the State Selection Commission.

Responding to a supplementary question raised by MLA Thangwang Wangham, Khandu assured that depending on the availability of manpower, the government would review the situation and deploy administrative officers in Longding district.

He also informed that after the bifurcation of Longding from Tirap district in 2012, the government created a reasonable number of posts to strengthen the district administration.

Replying to a question by Wangham, the Chief Minister said the government had created 26 regular posts and 14 contingency posts for the District Administration. To meet urgent requirements, 14 contingency posts were later created through an order dated January 18, 2024.

Khandu further informed that there are currently 94 sanctioned posts under the district administration of Longding, of which 90 posts have already been filled, while four posts remain vacant. Requisition for filling up the vacant posts has already been placed with the Arunachal Pradesh Staff Selection Board.

The Chief Minister added that manpower requirements are periodically assessed by the Deputy Commissioner and the Department of District Administration. The ARC, constituted through an order issued on November 21, 2025, has also been mandated to review manpower requirements across all government establishments, including district administrations.

He said the Commission has been tasked with assessing staffing needs in view of emerging administrative challenges such as population growth and increasing developmental activities, while aligning governance with the goals of ‘Vikshit Arunachal’ and ‘Vikshit Bharat’ by 2047.
