Guv highlights shift from punishment to reform in prisons

ITANAGAR, Mar 23: Arunachal Pradesh Governor Lt Gen (Retd) KT Parnaik on Monday said that India’s prison reforms are gradually transforming correctional institutions from mere places of punishment into centres of change, hope, and rehabilitation.

He noted that the modern criminal justice system is steadily shifting from retribution to restoration, with a focus on restoring dignity, rebuilding lives, and renewing purpose.

“The broader vision is to ensure that when a prisoner walks out of the gates, he or she steps into a future defined by responsibility, inclusion, and opportunity,” said the Governor while releasing a book titled “Prison Reforms in India: Legal Framework, Judicial Role, and Institutional Mechanism” at Likabali Military Station during the sidelines of a two-day ‘China Seminar’.

The book has been authored by Dr Muluvesalu Keyho, Head of Department and Assistant Professor (Law), Police Administration at Rashtriya Raksha University, Pasighat campus.

Highlighting the importance of the publication, the Governor stated that the book would serve as a valuable resource for policymakers, administrators, practitioners, and scholars in the fields of law, criminology, penology, and human rights. He added that the work underscores the idea that the true strength of a nation lies not only in punishing wrongdoing but also in its ability to reform and reintegrate individuals into society.

He also commended Dr Keyho for her scholarly contribution, describing the book as a thoughtful and well-researched work that blends academic insight with practical experience. He noted that the author has successfully bridged the gap between theoretical knowledge and institutional reform, while promoting a humane approach to the justice system.
