Ruksin administration cracks down on irregular ST, PRC recommendations

Itanagar, May 5: The Ruksin administration in East Siang district has issued a strict directive to curb irregularities in the recommendation process for Scheduled Tribe (ST) and Permanent Resident Certificates (PRC).

As per an order issued by the Additional Deputy Commissioner (ADC), Ruksin, authorities noted multiple instances of serious lapses in villages under the Ruksin sub-division, where recommendations were allegedly made without proper verification. In several cases, ineligible applicants were reportedly approved, raising concerns over misuse of the certification system.

The directive mandates that all recommendations must strictly follow the Arunachal Pradesh Scheduled Tribe Issuance Guidelines, 2022, warning that any violation will invite strict legal action.

It clearly states that only genuine Arunachal Pradesh Scheduled Tribe individuals by birth are eligible for recommendation. It further specifies that offspring of APST women married to non-APST men or foreigners will not be considered, and non-APST women married to APST men are also ineligible.

To ensure transparency and accountability, the administration has directed that a separate register be maintained for all ST and PRC applications received in Form-II, with proper serial numbering. All officials have been instructed to adhere strictly to government procedures and ensure that there is no scope for negligence, favoritism, or misuse in the certification process.
