ST Bachao Andolan serves ultimatum over new ILP guidelines

ITANAGAR, May 12: The Arunachal ST Bachao Andolan Committee has served a two-day ultimatum to the State Government, particularly the Political Department, demanding revision of the Gazette notification on the ‘Arunachal Pradesh Inner Line Permit Guidelines 2026’ issued on March 31.

The organisation warned that it would intensify its democratic movement if the government fails to fulfil its demand.

Addressing reporters at the Arunachal Press Club here on Tuesday, the committee’s general secretary Millo Ambo alleged that the new guidelines contain several loopholes.

“We have found many lacunas. It appears the guidelines were prepared in a hurry, which could prove dangerous for the future generations of Arunachal Pradesh,” he said.

While stating that the new guidelines were intended to strengthen the enforcement and regulation of the Inner Line Permit (ILP) system for non-natives entering the state, Ambo objected to a provision allowing contractors to bring in up to 200 labourers for project work.

He further claimed that certain provisions of the guidelines violate the Bengal Eastern Frontier Regulation, 1873.

Committee chairman Sol Dodum alleged that unchecked entry of outsiders into the state is largely due to corruption involving district administration officials and police personnel deployed at check gates.

“Police personnel are allowing outsiders without ILP by taking money, while the district administration is not properly monitoring the system,” he alleged.

Dodum also claimed that the state government is suffering revenue losses due to irregularities in ILP checking, alleging that money collected from ILP issuance is not being properly deposited into government accounts.
