Itanagar, May 14: The Arunachal Pradesh Cabinet was on Thursday briefed on the current status of the Inner Line Permit (ILP) system in the state and discussed a comprehensive set of new guidelines 2026, aimed at strengthening and modernising the ILP regime under the Bengal Eastern Frontier Regulation, 1873.
The proposed reforms are intended to enhance transparency, improve monitoring mechanisms, curb misuse of permits, and ensure stricter enforcement across the state.
One of the major features of the new framework is the introduction of a fully digital eILP system integrated with QR code-based verification at all designated check gates. The move is aimed at eliminating fake permits and enabling real-time authentication of visitors entering the state.
The Cabinet was informed that the upgraded system will also incorporate Aadhaar-based authentication, mandatory police verification, and stricter sponsor accountability in the case of work-related ILPs. These measures are expected to ensure complete traceability of individuals entering Arunachal Pradesh for employment or contractual engagements.
To curb violations, the revised guidelines proposed tougher penalties for offences such as overstay, misuse of permits, and non-compliance with ILP regulations. Repeat offenders and serious violators may face restrictions or debarment from entering the state for a period of up to two years.
The government also plans to intensify ground-level enforcement through the constitution of District Task Forces. Senior police officials, including Superintendents of Police (SPs) and Sub-Divisional Police Officers (SDPOs), will conduct surprise inspections and verification drives at entry gates, markets, worksites, hotels, and vulnerable routes to ensure strict compliance with ILP norms.
Officials said the reforms are part of the state government’s broader effort to preserve the demographic and cultural integrity of Arunachal Pradesh while ensuring a robust and technology-driven monitoring mechanism.
