CAPE initiative marks major milestone in educational transformation of Keyi Panyor

YAZALI, Jun 9: The Comprehensive Action Plan for Education (CAPE), a flagship initiative under the Keyi Panyor Mission Plan 2040 (KPMP 2040), has successfully completed its first district-wide series of cluster-level teachers’ workshops on June 8 & 9, marking a significant step towards transforming public education in Keyi Panyor district.

The workshops saw participation of more than 90 per cent of teachers serving in government schools across the district. The programme was launched under the leadership of Yachuli MLA Toko Tatung, whose vision for educational reform forms a key component of the Keyi Panyor Mission Plan 2040 launched in 2025.

Addressing the initiative, Tatung emphasized that the future of the district depends on empowering teachers, strengthening schools and ensuring quality education for every child.

“The future of Keyi Panyor will not be determined by the buildings we construct, but by the children we educate, the teachers we empower, and the confidence our communities place in their public schools. CAPE is not a programme; it is a collective commitment to ensure that every child learns, every teacher leads, and every school becomes a centre of community life,” he said.

Three intensive workshops were conducted covering all six educational clusters of the district—Param Putu and Yachuli, Yazali and Pitapool, and Deed and Pistana clusters. Teachers from primary, upper primary, secondary and senior secondary schools participated in interactive sessions focused on improving learning outcomes and strengthening public education system across the district.

The workshops were facilitated by a team of education experts and development professionals led by Vijayan MJ, CEO of Keyi Panyor Mission Plan 2040 and Director, Participatory Action Research Coalition of India, New Delhi.

Moving away from conventional lecture-based teacher training formats, the sessions adopted a highly participatory approach, encouraging teachers to collaboratively develop practical solutions for educational challenges.

The workshops centred on three key themes: building community trust and confidence in government schools, increasing enrolment and preventing student migration from government institutions, and ensuring that no child drops out of school in Keyi Panyor.

Among the major outcomes were the preparation of cluster-level education action plans, community engagement strategies, school enrolment improvement plans, dropout prevention mechanisms and school-specific innovation proposals. Participating teachers also signed individual CAPE Action Promise Cards, committing themselves to concrete measures aimed at improving attendance, enrolment and community participation.

The CAPE team noted that Keyi Panyor has already emerged as the first district in India moving towards a comprehensive fee-free education framework, covering elementary, secondary, senior secondary and graduate levels, significantly reducing financial barriers for thousands of students and families.

The workshops marked the first phase of a long-term educational transformation programme. Future phases will include consultations with Anganwadi workers, selection and mentoring of Shiksha Mitras, community engagement programmes and continuous monitoring of educational progress under the Keyi Panyor Mission Plan 2040.

The Keyi Panyor Mission Plan 2040 envisages to build an equitable, community-driven education system capable of preparing future generations for leadership, citizenship and sustainable development.
