ITANAGAR, Jun 9: The All Arunachal Pradesh Government Department Working Contingency Staff Association (AAPGDWCSA) has appealed to the state government to regularise contingency staff based on seniority and educational qualifications through the timely conduct of Departmental Promotion Committee (DPC) meetings.
Speaking to reporters here today, AAPGDWCSA president Karba Kayi Tamin said many contingency workers have rendered 15 to 20 years of service and may find it difficult to compete in recruitment examinations conducted by the Arunachal Pradesh Staff Selection Board (APSSB).
The Association urged Chief Minister Pema Khandu to direct all Govt departments to conduct DPC meetings regularly to facilitate the promotion and regularization of eligible employees.
Tamin alleged that delays in holding DPC meetings have stalled the regularisation process of thousands of contingency workers across the state. He further claimed that although recruitment rules (RR) provide a 4 per cent reservation for persons with disabilities (PwD), eligible PwD contingency workers are not receiving the benefits guaranteed under the policy.
The Association also highlighted the lack of social security benefits for contingency workers, stating that many employees do not have access to Employees' Provident Fund (EPF), Provident Fund benefits or life insurance coverage.
Seeking the CM’s intervention, AAPGDWCSA called for strict implementation of reservation norms and requested that all heads of departments be directed to ensure compliance while processing regularisation cases involving PwD employees.
The Association also expressed concern over alleged regularization of unskilled contingency workers as multi-tasking staff (MTS) in some departments and urged the government to prioritize skilled contingency workers for such positions.
