Itanagar, Jun 18: The Upper Subansiri–Kamle District Boundary Affected Peoples’ Forum (USKDBAPF) has appealed to the State Census Nodal Officer to ensure the immediate inclusion of nine colonies under Upper Subansiri district in the ongoing Houselisting and Housing Census under Census of India 2027.
In a representation submitted to the Secretary of the Statistics & Economics Department-cum-State Census Nodal Officer, the Forum expressed concern that Sigum Rijo, Dilidi Colony, Sinyik Colony, Power Grid Colony, Santi Colony, Lidu Colony, Veterinary Colony, PI Colony and Degiam Yorlo have reportedly been left out of the ongoing houselisting and housing census process.
The Forum stated that the colonies are well-established residential settlements with an estimated population of 5,000 to 6,000 residents and contain public institutions and civic infrastructure. It argued that any omission would adversely affect official demographic records, developmental planning, allocation of government resources and implementation of welfare schemes.
According to the representation, the exclusion appears to be linked to an ongoing administrative and jurisdictional dispute between Upper Subansiri and Kamle districts following a government notification issued in May 2020 concerning the jurisdiction of Raga Police Station under Kamle district.
The Forum contended that the boundary dispute is an independent administrative matter and should not hinder the constitutional and statutory obligation of conducting a complete census enumeration of all households in the affected areas.
Referring to a recent government order dated June 15, 2026, and minutes of meetings concerning the administrative and police jurisdiction between the two districts, the USKDBAPF maintained that residents of the affected colonies have continuously participated in government and administrative processes under Upper Subansiri district and should not be excluded from census operations.
The representation, signed by USKDBAPF chairman Dosh Dasi Tamin and secretary Takar Darba, urged the authorities to issue necessary directions for the immediate inclusion of the nine colonies in the census exercise, ensure that no household is left out due to the pending boundary or jurisdictional dispute, and coordinate with concerned officials for complete and accurate enumeration.
