Guv calls for whole-of-state approach to combat crimes against women & children

Itanagar, Jun 27: Arunachal Pradesh Governor Lt Gen (Retd) KT Parnaik has expressed deep concern over the rising incidence of crimes against women and children in the state, particularly cases registered under the Protection of Children from Sexual Offences (POCSO) Act, and called for urgent measures to improve prosecution and victim protection.

Chairing a high-level review meeting at Lok Bhavan here on Saturday, the Governor assessed the measures being undertaken by the state police and concerned departments to ensure the safety and protection of women and children.

Reviewing the prevailing situation and the progress of investigations and prosecutions, the Governor noted with concern that while the number of POCSO cases remains alarming, the rate of successful prosecution is significantly low. He stressed the need to strengthen the Directorate of Prosecution to ensure timely and effective justice for victims.

Describing POCSO-related crimes as deeply disturbing, Parnaik said such offences inflict lifelong trauma on children and their families while undermining society's moral fabric. He emphasized that every case represents a child whose trust, safety and future have been compromised, making it imperative for all stakeholders to act with urgency, sensitivity and commitment.

Advocating a "Whole of State" approach, the Governor said the responsibility of protecting women and children cannot rest solely with law enforcement agencies. He called upon Gaon Buras, community leaders, educational institutions, parents and civil society organisations to actively participate in safeguarding vulnerable sections of society.

He further directed Deputy Commissioners and Superintendents of Police across districts to address the issue in mission mode through coordinated and proactive efforts. "Even a small sense of responsibility and vigilance within communities can bring about significant positive change," he observed.

The meeting was attended by Principal Secretary (Home) Kaling Tayeng, Director General of Police Dr S D Singh Jamwal, Commissioner of Women and Child Development Nyali Ete, Secretary-cum-Ex-Officio Director of Prosecution Nani Grayu, and Assistant Inspector General of Police S Singpho, among others. The participants deliberated on measures to strengthen prevention, investigation, prosecution and victim support mechanisms.

During the meeting, Deputy Inspector General of Police (Crime) Dr Joy Tirkey presented a detailed overview of crimes against women and children in the state. He also briefed the Governor on Project Abhaya, a strategic police-public trust, awareness and community safety initiative of the Arunachal Pradesh Police aimed at enhancing public awareness, strengthening police-community relations, and encouraging greater community participation in ensuring the safety and well-being of women and children.

The Governor reiterated that protecting women and children must remain a collective responsibility and called for sustained efforts from all stakeholders to create a safer and more secure environment across the State.
