KHONSA, Jul 9: The District Planning Committee (Panchayati Raj), Tirap, on Wednesday approved the Comprehensive Gram Panchayat Development Plan (GPDP) and Zilla Parishad Development Plan (ZPDP) for 2026-27 during a meeting held at the Deputy Commissioner's Conference Hall here.
The meeting was chaired by Zilla Parishad Chairperson John Matey and attended by members of the District Planning Committee, Zilla Parishad members, officials of the Panchayati Raj Department and representatives of various line departments.
The GPDP and ZPDP were prepared under the People's Plan Campaign 2025-26 with the theme "Sabki Yojana, Sabka Vikas" through Gram Sabha meetings held across all 69 Gram Panchayats in the district.
The plans, already approved by all Gram Panchayats and 10 Zilla Parishad constituencies, were placed before the committee for final approval before being uploaded to the revamped e-Gram Swaraj portal.
Welcoming the participants, ADC-cum-DPDO Namneet Singh said the plans had been prepared in accordance with government guidelines and stressed the need for convergence of Panchayat plans with schemes of various line departments, particularly for projects requiring substantial financial resources.
He emphasised that development planning should focus on asset creation, revenue generation and convergence of departmental schemes to ensure sustainable implementation.
Panchayat Technical Assistants from all Zilla Parishad blocks presented the GPDP and ZPDP proposals through PowerPoint presentations for detailed scrutiny by the committee.
Addressing the meeting, ZPC John Matey said the GPDP and ZPDP are evidence-based and participatory plans aimed at addressing local development needs through convergence of schemes related to the 29 subjects under the Eleventh Schedule of the Constitution. He called for active participation of line departments to ensure that people's priorities are effectively incorporated into development planning.
During the deliberations, ZPMs and committee members stressed the need for regular monitoring of development works and greater involvement of line departments in implementing the approved plans.
Following detailed discussions, the committee unanimously approved the GPDP and ZPDP for 2026-27. The ADC-cum-DPDO directed Panchayat Technical Assistants to upload the approved plans on the e-Gram Swaraj portal within the stipulated timeframe and forward them to the Director of Panchayati Raj for further action.
