ITANAGAR, Jul 31: The Arunachal Pradesh Government has taken a major step towards strengthening digital governance with the rollout of the eBhavishya Pension Sanction and Tracking System, a paperless platform designed to streamline pension processing and ensure timely delivery of retirement benefits to government employees.
The initiative, aligned with Chief Minister Pema Khandu's vision of promoting transparent, efficient and citizen-centric governance through technology, was accompanied by a three-day training programme conducted by the National Informatics Centre (NIC) from July 29 to 31 at the Civil Secretariat, Itanagar.
The training covered 25 pilot departments in three batches and equipped departmental officials with the knowledge required to implement the new digital pension system.
Developed by the NIC for the Department of Audit & Pension, the eBhavishya application is a secure end-to-end platform for processing and sanctioning pension cases. The implementation in Arunachal Pradesh is being led by Senior Director, NIC Arunachal Pradesh State Centre, Yagru Linggi, with technical support from the State Centre team.
The application digitises the entire pension workflow, enabling retiring government employees to receive their Pension Payment Orders (PPOs) and other retirement benefits in a timely, transparent and paperless manner. It is expected to minimise delays, reduce paperwork, eliminate avoidable human errors and provide real-time monitoring of pension cases.
During the training, Director (IT), NIC Arunachal Pradesh State Centre, PK Thungon explained the implementation roadmap, timelines and responsibilities of stakeholders under the new system. He outlined the digital workflow, under which the Head of Office initiates the onboarding of retiring employees, followed by online submission, scrutiny, verification and electronic transmission of pension proposals to the Directorate of Audit & Pension for authorisation.
Thungon said the platform would enhance transparency, accountability and efficiency while offering secure digital record management, automated alerts, role-based access control and online tracking of pension applications.
Participants received hands-on training in employee onboarding, user registration, submission of pension forms, uploading supporting documents, scrutiny of proposals, workflow management and application tracking.
The training programme was conducted by the NIC implementation team comprising Senior Director Yagru Linggi, Director (IT) PK Thungon, Joint Director (IT) Bimal Chandra Borah, Technical Support Executives Anurag Ghosh and Indrajit Borah.
Officials said the successful completion of the programme marks an important milestone in the State's digital governance journey. Once extended to all government departments, the eBhavishya system is expected to ensure faster settlement of pension cases, improve administrative efficiency and provide retiring employees with a seamless and transparent pension sanction process.
