ITANAGAR, Sep 8: The first day of the Seventh (Special) Session of the Eighth Arunachal Pradesh Legislative Assembly on Tuesday witnessed the passage of three important legislative measures aimed at promoting ease of doing business, strengthening public safety and ensuring planned development in the state.
The three key bills—the Arunachal Pradesh Micro, Small and Medium Enterprises (Facilitation, Establishment and Operation) Bill, 2026, the Arunachal Pradesh Fires and Emergency Services (Amendment) Bill, 2026, and the Arunachal Pradesh Airport Area Development Authority Bill, 2026—were introduced, taken up for consideration and passed by the House on the same day.
Industries Minister Nyato Dukam introduced the MSME Bill, which seeks to facilitate the establishment and operation of micro, small and medium enterprises in the state. The measure is aimed at encouraging entrepreneurship, investment and employment by creating a more conducive environment for MSMEs.
Home Minister Mama Natung introduced the Arunachal Pradesh Fire and Emergency Services (Amendment) Bill, 2026, aimed at strengthening the framework for fire safety and emergency response across the state.
Urban Affairs Minister Balo Raja introduced the Arunachal Pradesh Airport Area Development Authority Bill, 2026, which seeks to provide a framework for planned and sustainable development around airport areas and support future urban growth.
Chief Minister Pema Khandu said the three legislative measures would contribute to advancing ease of doing business, public safety and planned development in Arunachal Pradesh.
The Chief Minister highlighted that the MSME legislation would make it easier to establish and operate enterprises, thereby encouraging entrepreneurship, investment and employment. The amendment concerning Fire and Emergency Services, he said, would strengthen the state's fire safety and emergency response framework, while the Airport Area Development Authority legislation would facilitate planned development around airport areas in view of future urban expansion.
The House also witnessed the laying of several important papers on the table.

Women and Child Development Minister Dasanglu Pul laid the Arunachal Pradesh Juvenile Justice (Care and Protection of Children) Model Amendment Rules, 2024.
Chief Minister Pema Khandu laid the Annual Report of the Arunachal Pradesh Information Commission for 2025-26 before the House.
Deputy Chief Minister and Minister in-charge of Finance Chowna Mein laid the Third Report of the Arunachal Pradesh State Finance Commission, along with its recommendations and the Action Taken Report.
The Seventh (Special) Session of the Eighth Arunachal Pradesh Legislative Assembly is scheduled for two sittings and will continue on Wednesday.
