YACHULI, Sep 19: A three-day Block Level Foundation-cum-Functional Training Programme for PRI representatives and functionaries of Upper Yachuli and Yachuli blocks concluded at the Neelam Taram Government College auditorium here on Saturday.
Sponsored under the Rashtriya Gram Swaraj Abhiyan (RGSA) of the Ministry of Panchayati Raj, Govt of India, the programme was conducted by the State Institute of Rural Development and Panchayati Raj (SIRD&PR), Arunachal Pradesh. The training aimed to strengthen the knowledge, skills and functional capacities of newly elected Zilla Parishad Members (ZPMs), Gram Panchayat Chairpersons (GPCs), Gram Panchayat Members (GPMs) and their functionaries.
The programme was attended by Keyi Panyor ZPC Nabam Piju, ZPMs Khoda Lelu of Upper Yachuli and Toko Cheda of Yachuli, along with ZPM Likha Nunu Nabam of Yazali Block, GPCs, GPMs and other PRI representatives and functionaries.
Addressing the participants, ADC-cum-District Panchayat Development Officer Tajing Padung highlighted the role of elected PRI representatives in building transparent, accountable and responsive Panchayats. He stressed the importance of active participation, coordination and collective responsibility in grassroots governance and inclusive rural development.
Course Director SIRD&PR Tamar Baki conducted technical sessions on the roles and responsibilities of PRIs, the 73rd Constitutional Amendment, powers and functions of Panchayati Raj Institutions and various aspects of the Panchayati Raj system.
Senior Faculty SIRD&PR Dr Likha Kiran conducted sessions on rural development and Panchayat planning, including the revamped Gram Panchayat Development Plan (GPDP), Schedule of Rates (SoR), Swachh Bharat Mission (Gramin) and other development programmes.
The Block Mission Management Unit of Arunachal State Rural Livelihoods Mission (ArSRLM), Yachuli, also conducted a session on the Village Poverty Resilience Plan (VPRP), PRI-community-based organisation convergence, Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and related livelihood initiatives.
Around 120 PRI representatives and functionaries participated in the programme. The interactive sessions covered Panchayat governance, planning, implementation, convergence and statutory responsibilities. The programme concluded with the participants reaffirming their commitment to strengthening Panchayati Raj institutions, improving service delivery and promoting inclusive and sustainable development at the grassroots level.
