ITANAGAR, Oct 1: The Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has urged the Education Department to examine and dispose of genuine representations submitted by teachers affected by the recent transfer and posting exercise.
In a statement on Thursday, CoSAAP said several teachers had submitted representations supported by valid documents, citing medical grounds, non-completion of prescribed tenure, spouse joint transfer and posting, election and census-related duties, and other exceptional circumstances.
While appreciating the efforts of the State Government and the Education Department towards bringing transparency, accountability and rationalisation into the transfer and posting system, the Confederation said genuine cases should be considered in accordance with applicable rules and policies.
CoSAAP said transfer and posting is an administrative necessity and employees are required to serve wherever their services are needed. However, it maintained that implementation of the policy should be fair, transparent and humane.
It particularly urged the department to verify cases involving claims of non-completion of prescribed tenure with reference to the relevant provisions of the Transfer and Posting Act and applicable policies. Representations on medical grounds should also be examined on the basis of appropriate medical documents, including through Medical Boards wherever required, it said.
It further urged the authorities to consider cases of teachers assigned as BLOs, census personnel, ANOs/CTOs and other government duties so that overlapping official assignments do not create administrative difficulties.
CoSAAP appealed to the Education Minister, Secretary Education and concerned authorities to activate an appropriate mechanism for time-bound scrutiny and disposal of all pending representations.
It also called for affected teachers to be informed clearly about the outcome of their representations, saying a transparent and reasoned disposal mechanism would provide relief to genuine cases and strengthen the credibility of the transfer and posting policy.
CoSAAP president Likha Tech reiterated that the Confederation was not opposed to rationalisation or a transparent transfer and posting policy, but wanted to ensure that genuine cases supported by documentary evidence did not face avoidable hardship.
