Demand raised for cancellation of LPC, return of leased Govt land

ITANAGAR, Oct 8: The Arunachal Pradesh Indigenous Youth Organization (APIYO) has urged the State Government to cancel the Land Possession Certificate (LPC) and take back 4,794 square metres of government land at A-Sector, Naharlagun, alleging that the property was illegally transferred to an individual.

Addressing reporters at the Arunachal Press Club here on Thursday, APIYO president Taro Sonam Liyak alleged that, according to documents available with the organisation, the State Government had leased around 4,794 square metres of land at A-Sector, Naharlagun, in 1993 for establishing and running a sawmill.

The land was reportedly leased in favour of late Gyan Singh at an annual lease rent of around Rs 14,382.

Liyak alleged that following the death of Gyan Singh, the leased property was gifted or transferred in 2022 in favour of Toko Yazo by his sons—Attar Singh, Bidhi Singh and Harjit Singh.

He questioned the legality of the transfer, pointing out that the lease agreement reportedly prohibited transfer of the plot without prior permission from the government.

“This raises serious legal and administrative questions as to whether government-leased land could lawfully be gifted, transferred or otherwise alienated by the heirs of the original lessee to a third party without prior permission or approval of the competent government authority,” he said.

APIYO has submitted a complaint to the State Government, urging it to cancel the LPC and take back the government property. It also sought strict action in accordance with law against those found responsible.
