Itanagar, Nov 2: The Arunachal Pradesh Congress Committee (APCC) has reiterated its opposition to the proposed Siang Upper Multipurpose Project (SUMP), demanding its permanent cancellation, release of detained protesters and withdrawal of cases registered against those opposing the project.
In a statement issued on Monday under the appeal, “Different Groups but One Voice; Different Organisations but One Collective Resolve – Stop SUMP, Save Siang,” the APCC urged indigenous organisations, student and youth bodies, civil society groups, traditional institutions and citizens to unite beyond political and organisational differences to protect the Siang River and the interests of affected communities.
The party maintained that the river was central to the history, culture, livelihood and traditional way of life of indigenous communities, particularly the Adi people living in the project-affected areas. It argued that national security, strategic considerations and energy requirements should not override the rights and collective will of indigenous communities.
The APCC raised concerns over the project's potential implications for displacement, cultural heritage, environmental sustainability, seismic vulnerability and the long-term ecological security of the Siang region. It asserted that free, prior and informed consent (FPIC) of affected communities was essential before any project-related decision was taken.
The APCC also expressed concern over the deployment of additional security personnel, detention of anti-SUMP protesters, registration of cases against demonstrators, suspension of government employees and action against Gaon Burahs who had opposed the project. It alleged that such measures could suppress democratic dissent and called for an end to intimidation and coercion.
In its 10-point demand, the APCC sought the permanent cancellation of SUMP, immediate release of all detained protesters and withdrawal of cases registered under the Arunachal Pradesh Unlawful Activities (Prevention) Act (APUAPA), as well as what it described as politically motivated Special Investigation Cell (SIC) cases. It also demanded revocation of suspension orders against government employees who participated in peaceful protests and withdrawal of cases against Gaon Burahs.
Other demands include withdrawal of additional paramilitary and security personnel from the project-affected areas, compensation for individuals and families who suffered demonstrable losses, medical treatment and financial assistance for injured protesters, and restoration of peace in the Siang region through confidence-building measures and dialogue.
Calling for a peaceful and democratic movement, the APCC said the issue should transcend party politics as it concerned the land, identity, dignity and future of indigenous communities.
The State Congress party reiterated its slogan, “Stop SUMP, Save Siang”, and maintained that no financial inducement or compensation package could substitute for the free, prior and informed consent of affected people.
